London Financial Regulation Seminar: The BIS Innovation Hub and its work on CBDC

Abstract

Rosa Lastra (Queen Mary University of London) welcomed Ross Leckow to discuss the BIS Innovation Hub and its work on innovation with a particular focus on CBDC. He further explained how the Hub’s work on CBDC fits into a much broader agenda amongst central banks to advance work on CBDC and on cross-border payments.

About the Speaker

Ross Leckow is Senior Adviser Fintech - Strategy and Legal in the Innovation Hub of the Bank for International Settlements (BIS) in Basel, Switzerland. Mr. Leckow advises on the Hub’s strategy and work programme, leads all work on the Hub’s institutional design and expansion into new jurisdictions, and is responsible for all legal matters relating to the Hub. Before joining the BIS in 2019, Mr. Leckow served as Deputy General Counsel in the International Monetary Fund (IMF) in Washington, DC.

He directed the Legal Department’s work on IMF crisis lending operations in member countries, the design of the legal and policy framework governing IMF activities, and the provision of legal policy advice to member countries on issues of financial sector reform.

Beginning in 2015, Mr. Leckow co-led the development of the IMF’s extensive Fintech programme comprising both policy development and country operations. Before joining the IMF, Mr. Leckow practiced law in the private and public sectors in Canada. He lectures frequently on issues of international monetary and financial law, including Fintech, and has published extensively.
