London Financial Regulation Seminar
The London Financial Regulation Seminar is an inter-collegiate and inter-disciplinary group of experts led by CCLS and our Institute of Banking and Finance under the leadership of Professor Rosa M. Lastra and Dr. Daniele D’Alvia.
On Monday 7 December 2026, Prof. Filippo Annunziata, Professor of Financial Markets and Banking Legislation at Bocconi University, will deliver a lecture titled “MiCAR in the European Union: Regulation, Implementation and Open Questions”. Professor Rosa M. Lastra will chair the event, and Mr. David Geen will serve as discussant.
Prof. Filippo Annuziata is a Professor of Financial Markets and Banking Law at Bocconi University in Milan, and Visiting Professor of International Financial Regulation at Ca’ Foscari University of Venice. His research spans EU banking and capital markets regulation, financial supervision, fintech and crypto assets. Since 2024, he has served as an Alternate Member of the Joint Board of Appeal of the European Supervisory Authorities (EBA, ESMA, and EIOPA). He has published, inter alia, on MiCAR and the EU digital finance strategy.
Mr. David Geen is a Senior Technical Advisor in the Legal Directorate at the Bank of England. He joined the Bank of England in 2016 and his previous roles there include Deputy General Counsel for Central Banking. Previously, he was General Counsel of the International Swaps and Derivatives Association (ISDA) and, before that, he co-headed the London derivatives legal team at Goldman Sachs. He began his career at Baker & McKenzie in London, becoming a partner in 1997, and is a graduate of the University of Warwick.
Regulation (EU) 1114/2023 on Markets in Crypto Assets (MiCAR) establishes a harmonised EU framework for crypto assets that fall outside existing financial services legislation. In his lecture, Prof. Annunziata will examine MiCAR’s architecture, including rules for asset referenced and e-money tokens, crypto asset service providers, disclosure, market abuse and supervision. With the main rules now in application, he will consider the practical challenges of consistent enforcement across Member States, the boundary with MiFID II and the other EU legislation, and the balance MiCAR strikes between innovation, investor protection and financial stability.
