Dr Violeta Moreno-Lax comments on the Global Compacts for the Luxembourg Reporter

Dr Violeta Moreno-Lax was quoted in the Luxembourg Reporter in an article regarding the Global Compacts on Migration and Refugees. She said: “Legally-binding international commitments on human rights are clearly above this pact and retain their obligatory character.” The Global Compacts fall under the so-called soft law category, she added. They can be consulted to interpret existing law, but cannot create new legal obligations on their own. There are also no concrete actions agreed and no implementation and monitoring mechanism. "Ultimately, it will depend on how much importance the individual states want to attach to the pacts.”
