'Shoot first, ask questions later' article cites ISCI's work on Rakhine State

Concerns are mounting about escalating violence in Myanmar's Rakhine State after a series of army raids on villages that have left dozens dead and hundreds arrested. The CNN article, '"Shoot first, ask questions later": Violence intensifies in Rakhine State', cites the work of Professor Penny Green and the International State Crime Initiative (ISCI) which has called Northern Rakhine State an information black hole.
