Dr Rafael Leal-Arcas, Reader in European and International Economic Law at Queen Mary University of London, has been invited by the World Economic Forum to contribute to discussions in the context of the E15 Expert Group on “Measures to Address Climate Change and the Trade System”. This includes inter alia plurilateral linking of emissions trading schemes; non product-based production and processing methods under WTO-rules and a GATT article XXIV-type clause for climate change.
The E15Initiative convenes world-class experts and institutions to generate strategic analysis and recommendations for government, business and civil society geared towards strengthening the global trade system.
