Dr Rafael Leal-Arcas will participate as a panelist in the 3rd Executive Training Program for Young Energy Professionals, Energy Charter Secretariat, Brussels, Belgium on 14-16 May 2014. The theme of the training program is Addressing Energy Challenges at Regional and Global Levels by Applying Common Rules and Good Governance Practices.
