Time: 1.00 - 2.00pmSpeakersDr Stella Ladi, Senior Lecturer in Public Management, School of Business and Management, Queen Mary, University of London & Elena Lazarou, Assistant Professor and Researcher at CPDOC (Centro de Pesquisa e Documentação de História Contemporânea do Brasil)BiosStella Ladi currently works as a Senior Lecturer in Public Management at the School of Business and Management, Queen Mary, University of London. She previously worked as a lecturer at University of Sheffield and University of Exeter. She has also been a Research Fellow at the Barcelona Institute of International Studies (IBEI). She has acted as a public policy expert at the Ministry of the Interior and the Ministry of the Aegean, Greece. In July 2002 she completed her PhD thesis at the University of York. Her research interests include public policy and public administration reforms, global governance, Europeanization and the role of experts in public policy.Elena Lazarou is Assistant Professor and Researcher at CPDOC where she is also responsible for research and teaching in the area of European Studies. Dr. Lazarou`s interests include theories of European Integration, European Foreign Policy, Multilateralism and Regional Integration. She also has a keen interest in the EU`s relations with Turkey and Brazil. Dr Lazarou is also an Associate Researcher at the Center for International Studies at the University of Cambridge where she completed her Ph.D. in International Relations in 2008. Previously she has been a Visiting Fellow at the Hellenic Observatory at the LSE, Visiting Scholar at Columbia University & NYU, and research associate at the Center for International Policy Research at the University of Sheffield.
Seminar titleThink-Tanks and Policy Transformation: The Case of BrazilAbstractThis paper aims to understand the role of think-tanks in the production of ideas guiding recent policy transformation in Brazil in three sectors: foreign, social and economic policy. The paper departs from the assumption that think-tanks are significant agents of policy change and which act as mediators between society and governments. Its objective is to understand what has been the role of think-tanks during policy shifts under the Lula government and how knowledge is used in this process. The paper uses the literature on think tanks and on discursive institutionalism to interpret data derived from research carried out in the Brazilian think-tank Fundacao Getulio Vargas, which acts in all three areas. The Brazilian case is chosen as an example of significant policy transformation because of the new demands placed on its policy makers as Brazil increasingly joins the ranks of emerging global players.
