Professor Michael Kenny, Hague’s proposals move ‘English votes for English laws’ into the political limelight

Yesterday, a cabinet committee chaired by William Hague published four proposals on ‘English votes for English laws’. According to Professor Michael Kenny, Director of the new QMUL Mile End Institute, there is an increasingly compelling, precautionary case for constitutional reform, but William Hague's "hard" plans aren't positive or carefully calibrated enough.
