On 11 October Peter Mandelson had been appointed Secretary of State for Northern Ireland. On 25 November a power-sharing Executive was formed on the basis of the d’Hondt procedure. In this interview Mandelson discusses the potential for power-sharing government and the decommissioning of arms by paramilitaries.
