Transcript of an interview with Martin McGuinness, vice president of Sinn Fein, by John Humphrys for BBC On the Record on 19 November 1995. Nine days later the British and Irish governments issued a Joint Communiqué. This outlined a twin-track process to advance progress on the issues of decommissioning and all-party negotiations. The proposals included the establishment of an independent body to advise the British and Irish governments on paramilitary decommissioning and the beginning of all party negotiations by the end of February 1996. In advance of these proposals Martin McGuinness discusses the stability of the IRA ceasefire in view of any future preconditions of decommissioning before the beginning of all-party talks.
