Tory rebels warned they will be punished over 'confidence vote' in 1.30am U-turn

Tory MPs who failed to back the Government in a crunch vote on fracking last night will be punished, Downing Street has said.

Philip Cowley, a professor of politics at Queen Mary University London, said that "proportionate discipline" would be a "meeting without coffee or a stiffly worded letter".
