Dr Johnson was interviewed on a new report from Sir Keir Starmer and Gordon Brown promising the biggest transfer of power from Westminster to the British people if Labour is elected.Asked if devolving power away from Westminster was a good political move, Dr Johnson said: "What I would put back to Gordon Brown is 'has devolution actually delivered what the proponents of devolution in the 1990's said it would?' I actually think the record of devolution is much murkier than someone like Gordon Brown would be prepared to admit."
