In response to the House of Lords’ Constitution Committee’s call for evidence in support of its inquiry into the UK’s constitutional safeguards, Dr Matthew Collins and Prof Patrick Diamond have submitted evidence about the relationship between the Civil Service, ministers and Parliament.
They argue that the foundations of the Civil Service rest on a shaky constitutional settlement and the pressures presently bearing upon it are illustrative of pressures bearing upon the wider constitution.
