Daniel Gover, Scottish Affairs Committee examine the effectiveness of Evel

The Scottish Affairs Committee examined the effectiveness of English Votes for English Laws (Evel) yesterday – the controversial measure that prevented MPs from Scottish constituencies from voting at some stages of the legislative process for laws deemed to apply only to England or Wales.
QMUL’s Daniel Gover, who gave evidence to the committee, said: "English MPs cannot force through something against the wishes of the UK-wide house but they can block something that the UK-wide house wants."
