The College originates with the foundation of the People’s Palace in 1887 on the site of the Queen’s Building. The People’s Palace was born out of a Victorian zeal for philanthropy, intended to enable the poor local community to improve their lives through culture, entertainment and education.

Facilities included an events hall, winter garden, swimming pool, tennis courts and library. A technical school provided day and evening classes in engineering and other subjects.
