Professor Andrew Le Sueur presents paper on Judicial Independence in Hong Kong

Professor Andrew Le Sueur has just returned from Hong Kong, where he gave an invited paper at an international conference on judicial independence held at City University of Hong Kong. Andrew considered what lessons might be drawn from multilevel governance theory for the Mount Scopus project, which aims to develop a statement of the core constitutional principles relating to the independence of judges. He argued that the project could usefully focus on the roles of non-state actors (in particular lawyers organisations) and take account of the fragmentation of states.
