Graham Vinter - Graham Vinter is chair of Covington’s global Project Finance Practice Group. Prior to joining the firm, he was General Counsel of BG Group plc (2007-2015) and a member of BG Group’s Group Executive Committee, reporting to the Chief Executive.

Whilst General Counsel at BG Group, Graham was involved in a number of projects, including the company’s largest ever project, an LNG liquefaction plant and related upstream development in eastern Australia with a combined capital cost in excess of $20 billion. In his previous career in private practice, he was involved in numerous infrastructure and energy projects around the globe, including road and rail transportation projects in Europe, power projects in Europe and Asia and LNG liquefaction projects in the Middle East. 

Prior to joining BG Group, Graham spent 27 years with a UK Magic Circle firm, including just under 20 years as a partner, and was the Global Head of its projects practice from 1996 to 2007.

Graham was also a member of the Executive of GC100 (the Association of General Counsel and Company Secretaries of the FTSE 100) from 2010 to January 2016 and was elected to a two-year term as Chair of the organization in January 2014.

Graham is the founding author and now co-author of Project Finance, published by Sweet & Maxwell and now in its 4th edition.

Matthew Saunders - Matthew heads Ashurst's Global International Arbitration Group, based in the London office.

Matthew focuses on international arbitration relating to international projects and the energy and resources sectors, with a particular focus on investment treaty arbitration, gas pricing and gas supply disputes conducted under a mix of common and civil laws.

Matthew has experience of advising a broad range of clients including sovereign and federal governments, international energy businesses, multinational corporations and financial institutions. He is a member of the London Court of International Arbitration, the Chartered Institute of Arbitrators and the Association of International Petroleum Negotiators.

Dr Chi Kong Chyong -Dr Chyong is an applied energy economist based at Cambridge Judge Business School, University of Cambridge. Kong has more than 15 years of experience in economic and policy analysis of European natural gas, global LNG and liberalised power markets. His research interests include economic modelling of European and global gas, power markets, implications of decarbonisation agenda on gas and power markets, energy system modelling for Net Zero policy analyses, geopolitics of Russian natural gas export strategy, and Russo-Ukrainian energy relations. Kong holds a PhD in Energy Economics and Policy and an MPhil in Technology Policy from the University of Cambridge.

Antony Froggatt - Antony Froggatt joined Chatham House in 2007 and is Deputy Director and a Senior Research Fellow in the Energy, Environment and Resources Department. He has worked as an independent consultant for 20 years with environmental groups, academics and public bodies in Europe and Asia. At Chatham House, he specialises on global electricity policy and the public understanding of climate change. He has worked as an independent consultant for 20 years with environmental groups, academics and public bodies in Europe and Asia. His most recent research projects are understanding the energy and climate policy implications of Brexit and on the technological and policy transformation of the power sector and on the impact of the war in Ukraine on global energy security.
